Transfer Progs/Settings W/ New Install

I know you can transfer programs and settings by connecting two pcs and running winxp's built-in wizard, etc. But is there any way to do this:

example:
I have old install of XP/98/etc on old hard drive.
I install XP on new hard drive.
I set new HDD as master, old HDD as slave.
How can I transfer the programs and settings from the old
install of windows to the new one? Program and Settings wizards
ive seen only work if there are two computers. I need to be able to
transfer programs without breaking registry tie-ins, DLLs, etc. Is there
an app that can do this?

No. At least not that I've heard of.

 

I would love to find a tool that could do that. That would be a huge help.
