Trouble Installing K-lite Codec

I'm running Windows ME, with all critical & media-related updates installed. I've been trying to install K-Lite Codec (full version) and first uninstalled all other codecs, RealPlayer and QuickTime. Every time I have tried to install K-Lite Codec, it shows this error message:
MatroskaSplitter.ax Unable to register the DLL/OCX LoadLibrary failed; code 31
I've tried installing 3 times, including once in safe mode, so I'm pretty sure that it isn't because of any other programs running. I've searched the 'net to see if I can find anything out about this, and all I've found is 2 people on a French-language website who used win98 with the same problem, but neither of them had a solution posted.
Any help you could offer is most appreciated!

Oops! I forgot to include my computer's specs. I'm running a HP Pavilion 6746c:
    -Intel (R) Celeron (R) 733 MHz processor
    -Intel 810 Chipset
    -512 MB PC 100 RAM
-PCI local bus video graphics, Intel 810 with 11 MB shared system memory

    Hope this helps!
