I have the same issue. The flea (residual) power LED is on and thats it. I disconnected everything except the plug for power switch from the mother board. Still nothing, even the power supply fan does not come on. I inslalled a new power supply and got the same results. BTW this is a DELL, so I went to their site and followed the trouble shooting guide. It mostly has you make sure there is no static electricity causing the issue. I think it's either the motherboard or cpu.

    Any input would help.

A bit more info on make and model would be good. I would be considering removing the motherboad and testing it on the bench (top of a cardboard box) to make sure thr ar not "shorts" occuring at the back of the motherboard. You could just plug a single fan into the PSU to start with (nothing else).

    Ring Dell support?

    Here's an update.

With everything still unplugged, I also unplugged the power switch and manually contacted the pins on the motherboard Still nothing.
But I did notice that the cmos bat was warm, telling me it still has power running to it, also there is a chip near it that was warm, this one does not have a heatsink on it. I'll check further to see what it controls.
