Trying to install windows on an SSD

This is the build:

Gigabyte H97-HD3
Patriot SDD
Thermaltake USB3.0 Versa H15
4G Single 1600 Patriot-S
i3-4170

also used a bootable USB

yet this error still comes up:
setup was unable to create a new system partition or locate an existing system partition


I have tried both a 1TB seagate HDD, and the 128gb Patriot SDD
