With a router. Linksys is my choice.

Will the bandwidth be reduced and both PCs run more slowly?

In point of fact, yes, I've been told. But I have a DSL connection and one weekend had two x-boxes my sons were playing Halo on downstairs, and two PC's upstairs a friend of mine and I were playing Guildwars on - and I noticed no reduction in speed or increase in lag time. I was using a D-link router.
