Ulead Gif Animator problem..

I downloaded and installed Ulead Gif Animator but when I try opening and running the program, I get an error message telling me it has caused a problem and needs to shut down. I've tried everything I can think of to fix this;
-ran virus scanners to check for any virus'
-reinstalled
-booted in safe mode, uninstalled UGA, reinstalled it to another directory
-cleaned ALL temp files and everything and installed to a completely different drive

But nothing I do seems to fix it. To me it seems like a compatibility issue with Windows XP SP2 or something, but I've searched all over the place and no one else seems to have had this problem.

If anyone has any idea how I might be able to fix this problem I'd greatly appreciate the help.
