Unable to access icons on desktop

    I am unable to access programs through the desktop icons by double left clicking or right clicking and "open". I am also unable to access programs in the start menu. I have to access programs through the explorer. I have the newest update of Antivir running. I have tried selective startups and starting in safe mode. I have also tried to restore my system to an earlier date and was unable to. Any help would be appreciated.
