unable to excess settings on xp

    Can someone Please help for some reason i cannot get in to my controll panel or run msconfig or bring up system applaction screen when pressing ctrl+alt+del.
    When trying to go into the controll panel it says contact the os admin which is me as it is then only account set up also when i run msconfig it pops on the screen for a second and then goes why i have no idea please help many thanks
