Unable to move Cookies & Recent Shell Folders

    I have tried to move my Cookies and Shell Folders, making the appropriate changes in:
    HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders
    HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Users Shell Folders

    yet the cookies folder constantly reverts to:
    C:\WINDOWS\Cookies

    and the recent files folder to:
    C:\Documents and Settings\userid\Recent

    How can I fix this?
