Unable to restore

Ran instructions @ thread 31668 to disable restore.
Ran instructions @ thread 35407 to prepare system prior to running/posting HJT logs.
Ran all spyware, etc in thread 35407 while in Safe Mode. Only missed Symantec system check because site unavailable.
When running CCleaner, came across 375 problems. Fixed them all.
After rebooting, have the following symptoms:
1) Cannot enable restore. Error message 1688.
2) Cannot see web pages unless in Safe Mode.
3) Cannot run Norton Antivirus.
*) Several other problems but these are the majors.

Ran HJT install, scan and saved log in Safe Mode. Can anyone check it out?
Can anyone help me to get Windows XP to allow restore?

Would prefer not to reformat hard drive as last resort.

What do you mean by:

Are you talking about the Issues tab which searches the registry? The read me only said:

Clean Your Hard Drive; Remove temporary internet and other files not needed with CCleaner. Run CCleaner with the default options to clean out temporary files. Optionally, check the clean "Delete Index.dat" checkbox.

What issues did it find and what did you fix? Did you backup your registry first?

Or, if you did indeed scan for issues, did you click YES when CCleaner prompted you to save backups?
