Unblocking Email Attachments

Hello again.... hopefully someone can assist here.

I upgraded a system at work from Win98 SE to WinXP Pro along with Norton Internet Security 2007. We are still using MS Office 2000 -- specifically Outlook 2000 for emails.

Prior to the upgrade, this particular system would get weekly emails with an MS Access file attached for work related business. Now that attachment is being blocked.

Can someone direct me to a possible solution? I have looked through Outlook security area as well as WinXP firewall but have not found anything that might work in letting this attachment through -- unless I am missing it.
