Unstable modem connections

I am using an 850MHz CPU 512Mb RAM and XP Pro and a Lucent Winmodem.
I live in rural New Zealand and I am experiencing problems with electric fence clicks. I want to be able to increase the keep alive settings to eliminate this problem. Can somebody give me those settings as surfing is almost impossible?
