urgent WinxXPhome help needed

    when i start windowsxp home, i get a the following message:

    Windows could not start because the following file is missing or corrupt:
    <windows root>\system32\hal.dll
    Please re-install a copy of the above file.


    I can get the file off my other pc that has the same os (i can put it on a floppy), but i dont know how to copy it to where it needs to go without gettin into windows. can anyone help? i will do ANYTHING to not reformat :\
    thanks for the help. its really urgent
