usb 2.0 device running as 1.1

    i have a usb 2.0 bluetooth dongle pluged into the usb port of my pc which is also a 2.0 port. but its only running at 1.1.

    how can i get this to run at 2.0? i know 2.0 is enabled because my usb pen drive was able to run as 2.0. but for some reason my bluetooth dongle will only run as 1.1
