USB Bandwidth Problem!?!?! HELP PLEASE!

Hello there,

right i have a Biostar mini system this time and i bought a USB LogiTech Webcam (USB)

Now since i plug that Webcam into the system and try to use it i get an error msg coming up saying something along the lines or USB Bandwidth problem. What i can see is happening is the SpeedTouch 330 USB Modem i have installed on the computer is using 75% of the USB Host Controller and the cam needs 60% or another 32% it says on the error msg. I have another Host Controller on the system but no matter what USB Port i plug it into it will not go to the other one i don't know if this is a software problem or what.

I have reinstalled the SpeedTouch 330 Drivers and downloaded and installed the newest ones on the SpeedTouch site.

Same thing for the Webcam.

Installed a USB 2.0 plate on the back of the system as there was 2 free USB headers on the motherboard makes no difference what so ever...

any help please!! ASAP!

Is anyone going to help me? Or try suggesting something? Is this a first for no one able to reply to it on Major Geeks! lol

Please help soon as. I have even done a repair of Windows now. I know Reinstall of Windows might sort it but i wana try doing it without but might come down to that if no one lets me know by the end of the day if there is another way.
