USB Beeps four times when I connect my adapter

Hi guys. Happy new year from the Uk.
I have a problem which is tearing my hair out. I bought my son a new PC for christmas. I installed the Belkin wireless adapter and it worked perfectly. I inaverdently disconnected the device, and hence uninstalled ( under the influence of booze ). However my problem is now this. When I have tried to reinstall the device, the installation procedures are not followed through correctly. For example, a message should come up to say that windows does not digitally sing the software etc, and therefore click no to continue. When I connect the adapter to any of the front USB ports, a rapid 4 ping sound is made, and the Usb does not detect that software has been plugged in. However, it detects my ipod, camera, exteranl HD ETC. I have cleaned out the registry with regcleaner, there are no conflicts, usb devices in hardware is working perfectly - no conflicts. I have updated the drives for the device. Can someone please help.
