USB Not Working + Voltage Advice

i am having a problem with my pc, last night pc was running smoothly, restarted it today and usb are not working nor the card reader, i was thiniking it might be the power supply as it only a 400w but jus thought id get help before i do anything.
PC Specs.

OS: Microsoft Windows XP Professional
Processor: Intel(R) Core(TM)2 CPU 6600 @ 2.40GHz
RAM: 2046 Mb
Graphics Card: NVIDIA GeForce 210, 512 Mb
Motherboard: ASUSTeK Computer INC., P5N32-SLI PREMIUM

And for the voltages, i am not sure if the voltages are to low, as i already said above im only using a 400w power supply, when i had the pc it had a 300w in it. i have added a picture of the voltages i am getting.

Your voltages are fine.

Is it the rear USB or front panel USB that isn't working? First thing to check is USB is enabled in bios so hit del. as the computer is booting and make sure USB is enabled in onboard device.

Next go to control panel,system,device manager and look for any yellow exclamation marks or red crosses and post your findings,also expand universal serial bus and check there a few devices listed,you can also click properties of each and make sure each has a status of 'device working properly'

How is your card reader connected? Via USB? Are you currently using a PS2 keyboard and mouse or are your keyboard and mouse still working?

Do you have a usb device that requires power such as an ipod charger,if you connect it does it start charging? This should work even if the ipod can't connect to the computer which will let you know there's voltage there.
