Usb not working Windows 8.1

Hi,
I have a Toshiba C55-A 6.00GB of RAM 64 bit Operating System Windows 8.1.

My USB ports Stopped working a few days ago. Would someone be able to help me try to get them working again.

I plug in my flash drive and I get a code 28.
I tried the flash drive in another computer and it works.
It seems that only flash drives do not work.
I plugged a different device into the USB port and it worked.

I googled that code and tried different things but I can't get it to work.

Any advice you could give me would be greatly appreciated!

Thank you for responding!
I ran the System File Checker, but it wasn't able to repair the file.
I tried to follow the instructions "How to manually replace corrupted system file with a known good copy of the file".
I do not know how to get a good copy of the system file!
Here is what it said........

I tried to download USB3.0 Posted date 2013-06-19 Version 2.5.19 and nothing happens.

I tried to download USB3.0 Posted Date 2013-05-21 Version 1.0.7.248 and it said....... "This System does not meet the minimum requirements for installing the Software"

 

I did click on the blue download button on the left side.
A box appears that says Toshiba Archive Extractor.
It says "Setup will start when extraction is complete"
I click start
A box appears saying User Account Control Do you want to allow the following program to make changes to this computer?
I click yes
The box is gone and nothing else happens.

Do I need to do something else to make it work?

 

I just tried it again using Firefox, but the samething happens.
Any other ideas?

 

Yes, I tried double clicking than tried right click run as administrator.

Going back to "System File Checker"........
How do I get a good copy of the file from 1 computer to the other computer?
How do I know which file is the right one?

I have another Toshiba computer.

 

I did a "REFRESH" of Windows 8.1 and now the USB is working.
Thank you for all your help..... I was a little scared to attempt the "REFRESH" of Windows 8.1! But it was easy!
