I (my PC) has low voltage that affecting stuff I try to run like a scanner. It's confirmed by a volt/amp meter. My stuff runs OK on other computers or laptops. Voltage runs as low as 4.4 volts. Question: is there a variable pot somewhere on the motherboard or power supply where I can tweak this?

It might be time to replace your power supply. They don't last forever.

No. The tolerance allowed is ±5% so for your +5V, anywhere between 4.75 and 5.25V would be acceptable. So, as suggested, time to shop for a new supply.

The company sent a diagram the the plug leads to check the voltages. I figured out which of the 3 pots controlled 5 volts. The 3.3, 5 and 12 volts readings are OK but when it's plugged into the motherboard, I had to crank up the 5 to 5.18 volts to get 5 at a USB port. My scanner and backup drive works now. Seems the motherboard is restricting amperage or using a lot of it for other stuff. BTW the power supply is 9 yrs old and blowing the dust out didn't help.

9 years old? Buy a new one. It's giving you problems now and if it fails, it could take out your other hardware with it. This may not be the help you hoped for, but you should consider it nonetheless.
