USB Ports monitor all not working help

Ok here is the issue:

I turn the computer on and the monitor decides to stay blank. The the keyboard mouse anything connected to the usb ports are not working? The fans all turn on the graphics card and cpu are running? The cd-rom opens and closes there is no dust in the computer at all I clean it every 2 weeks. So what would be the issue as to why the computer seems to run fine with exceptions to the monitor not showing the usual bootup routine for windows XP and the mouse and keyboard slash all USB port functions failing? Help would be appeciated.

Monitor blank, usb dead indicate that the computer is NOT running. Fans will run if the power supply is putting out 12V. The CD will open if the PSU is going. The data cable does not even have to be connected. Same applies to the HD. It will spinup and try to log in even if the computer is dead. Test that Monitor on someone elses comp. Chances are there is nothing wrong with it. Look elsewhere for your problem.
