    Hi and welcome

some other info maybe of help to us, things like...

    Which model Philips PC?
    What CPU?

are the USB ports built ( onboard ) to the motherboard or an add on PCI card? If so which make of PCI card?

    Which operating system?

Which USB hardware doesnt work or is it all USB hardware ( printers, modems, cameras etc )?

First thoughts are have you installed the motherboard/chipset drivers as they are needed for USB to be correctly installed?

If you goto Device Manager do you have any yellow ! marks if so by what device?

Chipset drivers generally dont pickup automatically after an install, normally you will need to install manually as you have an Intel CPU, the normal chipset driver is from Intel BUT it can be from SIS, so we would really need to find out which one, so to that end install this program ( its free ) Everest then see what ifo you can find out on the motherboard or chipset used as Everest will give you lots of info on your hardware and PC ( it may even give you a model number/version to your Philips PC )
