If you are talking about the little USB stick drives walking out, I may have two hardware solutions.
    1. I seem to recall seeing a plastic thing that locks a USB device in place. In order to remove the USB device, you have to break the plastic holder.
So far, I haven't find the device but I'll keep looking.
    2. Place the USB devices far away from the computer with a long extension. http://www.cyberguys.com/product-details/?productid=17940
put the cord into the computer then run the cable to your desk 16' to 80' away where the USB device is attached. You could run the wire into a locked desk drawer with the attached device. The computer users would only be able to remove the extension cable but would not be able to get to the USB device safely locked away in a desk drawer.

Still looking... I found this software http://www.safelyremove.com/fullFeaturesList.htm?b
and in one of the earlier versions it said something about adding a sound to removal.
I can't seem to find that feature. There is a forum and it might be worth your while to join and ask if you can attach a sound to the removal both safely and unsafely, of a USB device when this program is running.

If you are going to get the extender cable, be sure that it isn't too long. This site with USB info says that cables should be no longer than 16 feet. Otherwise, you may have issues with your device being recognized or usable with the PC.

The cable I linked him to says this:
That's the only reason I mentioned that it could be extended up to 80 feet. This cable supports that.
