Using cool and quiet and q fan...

Im wondering if people have the same thing happen as me when using both cool and quiet and q fan on their mb.
When I use both, I find for some reason that my computer automatically adjusts the processor speed to how much load it is taking. To be honest I dont think this is that good and doesn't work that well.
If I use cool and quiet by itself, then the speed stays at 2.2ghz like it should be and i find cool and quiet to work very well. Then I turned on q fan and my computer became quieter..i was like
Then i noticed the cpu speed was automatically adjusting and actually decreased performance i thought.
Does this happen to anyone else?

 

The whole point of cool and quiet is to slow the cpu down,reduce the mhz it happens on most a64 mobo's,the bios then senses the lower temp and reduces the fan voltage
