    Check your motherboard manual for IOQD, should tell you if its possible to change them through bios or not, failing that try support for the mobo.

    Through BIOS..

    BIOS updates are free, try your mobo manufacturers website. If your lucky they have their own flashing program which works from within windows and its totally painless, if youre unlucky you need to download the binary file (.bin) and use either Award or AMI flash utilities from a boot disk.

    Boccemon's link is a good place to start. Forums like this are great places to get specific problems solved, but are not meant to be an entire learning course.

    For your 4 specific questions, in reverse order:
    BIOS updates are free, from the motherboard manufacturer, or computer manufacturer. Make sure you get the one that is correct for your system, and follow directions exactly, as botching a BIOS flash can wreck your system. If you're not changing anything or having any problems, you don't need to flash your bios, as that is not a performance improving issue.

    IRQ Holder for PCI Steering is a system driver that runs in the background all the time. You don't enable it.

    SCSI is a bus protocol, stands for Small Computer System Interface, used primarily on commercial computers, seldom on home systems, except for some old scanners.

    IOQD is way beyond your current level of expertise. And is not something that you need to change. Put that one on the back burner for the present.
