Very Infuriating Monitor Driver Issue

So after the windows 10 update somewhere in December a week or two ago I went to boot up my commuter like normally. It displays a terminal like screen with a bunch of information scrolling by then it goes to the windows loading screen, the blue windows logo on a black background with the dotted circle underneath it. That's all that happens normally and after that it should go to the lock screen, but it doesn't. It goes to a black screen and then my monitor looses signal but the computer will still boot up normally in safe mode. I've tried everything I could think of and look up to fix it. The regular restart, checking the cord, going to a previous windows 10 version (it says windows encounters a problem when I try to do that), going to a previous restore point (I didn't know about that before this so there was only one and when I tried to do that it refused to). I even refreshed my computer while keeping my personal files. I found out on another site some ways to "fix" this problem. Open device manager uninstall your driver (Nvidia GTX 730) and restart your computer. Did that and it reinstalled the driver but didn't fix it. I went to Nvidia's site and downloaded the correct driver from there. Under the device manager though in Monitor there is a location called Generic non-PnP Monitor with an error sign on it. I click on it and it doesn't tell me anything in the status because "this operation could not be performed in safe mode". This is where I think the problem lies but im at another dead end. I saw a post yesterday on this site dated a few years ago and that someones problem got fixed by uninstalling the driver but like before that didn't work for me. Any help besides fully wiping my computer would be appreciated. (if you need to see my full computer specs? please tell me.)
