My Toshiba Laptop that runs windows XP Home edition w/service pack2 Intel Celeron 1.3GHZ480 MB of RAm takes 3 -4 minutes to shut down and does the same when I try a restart. any suggestions on what I can do to fix this . I ran a full system scan.

More than likely services, so try limiting them.

    HERE is a good list.

Only change one at a time and leave it for a while. Don't do them all in one go!

Make sure the system isnt infected with spyware. To improve boot, you can also run a disk cleanup and defragment your hard drive. keep the start up list light, disable unwanted items.
