Video card errors (possibly artifacts?)

I'm running Windows Vista Ultimate
I have a 1000W power supply
295 Co Op edition video card

I know the video card isn't overheating, it's running under 60C ALL the time (normally under 50)

my video is getting (both in and out of games) something that looks kinda like this:

the colors of the squares vary and there are generally more of them closer together, I had to use xfire to record then take a screen shot of the video because the effect only lasts for a split second, but it happens OFTEN

• I have the latest video card drivers
• I have all the vista updates
• I'm not overclocking anything to my knowledge
• I used EVGA precision to turn the fan speed up to 100% everything else is at defaults.
