video card PCI on M810LR problem

sup guys
im havin some trouble here installing my new video card (PCI).
My pc is a bit old, but the problem im havin is that, when i set on the bios to read the primary video board from PCI, the computer doesnt turn on and beeps 8 times (AMI - means that the graphic card is incorrect or malfunctional) The only way to turn back in is take the new card off so the pc can read from the AGP Onboard.
Well the video card is brand new, so i dont think the problem is there. Do u think there is somethin to do with jumpers or is it possible that both PCI slots are malfunctional?
Here are the configurations of the motherboard and video card

Only option should be in the BIOS, but an old machine like that may have jumpers and you will need the manual. Also, the BIOS may have a secondary setting beyond the onboard on\off setting (most do) where you tell it if you have AGP, PCI and how much memory, so look around the BIOS a bit more beyond simply disabling the onboard AGP because if this setting still exists, its set to AGP by default.

Obviously I would try another video card just for kicks as well. It is very unlikely the PCI slots are both malfunctioning.

Lol i tryed another video card and that one worked! an old 3D rage pro (dunno how much MB) worked just fine. Is is possible than that the brand new video card is malfuncitional or probably this pc cant handle it?
