Assuming all your drivers are up to date, the most likely cause is a damaged video card. Most often a heat-damaged video card. Occasionally caused by a damaged motherboard, but that's much less likely.

You don't fix it. You replace the bad hardware.

I'd recommend putting the suspect video card into a second machine to be sure it's going bad, however.

it was late so I didnt elaborate... that trouble occured with a Nvidia card so I replaced it with an ATI and it still happens. It happens when I run any games (during the games) & escape back to the desktop and that condition never clears up til next reboot.

    PIII 650 - GB MX2000 Mobo w/ Intel 440BX chipset - No overclocking there.

I can tell you what causes it but not how to clear it.
Graphics corruption occurs when random information is sent to the display RAM during the write operation. Factors similar to why you get interference on your TV can (but shuldn`t) do this. High power radio frequencies, Very humid conditions, Failing Components (such as smoothing capacitors, dead resistors, Electrical interference IE a microwave oven (my pinicle video input card used to suffer a REALLY weird interference bar accross the top of the screen, you could SEE a mixed sinusoidal waveform AND hear this bzzzzUUZZZZ sound as it was occuring!)
I know i sound like a total "dont know what hes on about" but have you tried using an RF Supressor on the Power to your PC, I use one on the main input and a 6way extension with line cleaning built in and i very very seldom get any (in fact cant remember last time  )interference on my pc now. the only reason the pinicle did it is cos i was using a 2Ghz Digi sender to recieve TV from Downstairs and right behind my house is a sodding great big mobile transmitter that must have been causing the interference. The case of a pc is supposed to reflect back any interference, but its just a thought...
