Visiting A Link Gets Me A "this Site Can't B Reached"

Windows 10 64 bit
When I click on a portion of a site and I am directed to the home page then I am supposed to go to the site I
get this message:

This site can’t be reached
The connection was reset.

Try:

• Checking the connection
• Checking the proxy and the firewall
• Running Windows Network Diagnostics

ERR_CONNECTION_RESET
Check your Internet connection
Check any cables and reboot any routers, modems, or other network devices you may be using.
Allow Chrome to access the network in your firewall or antivirus settings.
If it is already listed as a program allowed to access the network, try removing it from the list and adding it again.

My internet is connected - check
Cables all attached - rebooted all devices - check

Can't figure out how to let Chrome access the network in firewall and anvirus- I used Emsisoft
anti-virus - malware.

Did the Diagnostic - no problems found. Any ideas.
