W2K recognize only Admin as user

    Setting up a computer created from scraps, with the W-2000 Pro operating system. Have done several times before.

    Computer is ATX type motherboard, Celeron 466, 192 MB mem.

    Everything seems normal, and everything works when logged in as Administrator, EXCEPT, even though I set up other accounts for other users than the Administrator, every time I try to log in as another user, I get a small window with the name "User Environment" in the blue bar at the top, and the message:
    "Windows cannot copy file C:\Documents and Settings\Default User\Templates\wordpfct.wpg
    to location C:\Documents and Settings\Lisa LISA-SEUUIA47KS\Templates\wordpfct.wpg
    Contact your system administrator" and there is a 30 sec countdown. [Lisa LISA-SEUUIA47KS seems to be the computer's name for that user, because I also tried to set up another user, and got the same message with the same construct for that user]

    Then, after that screen counts down, there is another one that appears to be a normal follow up from that one, also telling me that something is not right and contact the system administrator, and specifically sayong "Detail--process cannot access file because it is being used by another process."

    It is my suspicion that, for some reason, the computer expects a WordPerfect installation to be there, and wants to set up each user to get to it. However, WordPerfect is not installed. Was never installed.

    I have tried every trick to find that C:\Documents and Settings\Default User\Templates\wordpfct.wpg file, using the "find" service as well as looking with Explorer. I cannot find any file with that name, or any parts of the name such as wordpfct.wpg , wordpfct, *.wpg. "Default User" gets me a batch of things, including "All Users" folder in C:\Documents and Settings.

    So I think the underlying reason is that it looks for that first template and cannot find it, so of course it cannot copy it where it wants to.

    Hence I suspect that the core problem is that there is something in the Registry that has slipped a cog, and expects a WordPerfect setting. But the Registry is a real mystery to me! Actually I can make registry changes "in the raw" by slavishly following someone's instructions, but it is like reading from a magician's spell book without understanding the spells!

    So, any help?
    Is the analysis anywhere near correct?

    I really don't want to send this computer out with only the Administrator account functioning, because first, I don't want the primary user to have more authority than Power User without intentionally going into Administrator, and second, there will be a child using it, too, so separate accounts only makes sense.

    Is this a NEW build (using old parts, that is). If so, have you tried reinstalling (fdisk) 2k?

    Hard drive was formatted (not fast format) before being used.
    Would it help if I tried installing WordPerfect, as Administrator? And could I then uninstall, and get rid of both WP and this troublesome bug?
