.wav To .mp3 Without Copying From Cd

I want to convert a ton (almost 1TB) of songs from .wav files to .mp3 files. My problem is the free file converters listed in Major Geeks' download section seem to all require the .wav files be on a CD to start with and won't recognize a hard drive as the source option. All the ones I want to convert are stored on hard drives.

Any ideas on a good (and hopefully free) program to do this?

The suite of tools is listed on MG's Home page. I still use a complete suite package from 2013 and it all still works on this 8.1 good.
