WE stops and starts, can't download anything

Hi Guys... after all that cleaning, my computer seems to have a block somewhere. I am unable to download Sun Java The installer cannot proceed with current Internet Connection Settings, Adobe, Mozilla not responding, can't download javascript. when playing games on FaceBook... windows always crashes. Can't delete 3 files from my backup hard drive.... hard drive doesn't work.... Computer is so very slow. There is more wrong... I just can't remember.

Try using malwarebytes and see if it's possibly spyware/malware infection.
Is your computer connected to a proxy?
Also, check your internet explorer settings -> security tab -> custom button and see if you are blocking any of these files because of security level being too high. a short cut would be just put security level to low and see if you can run these files. if it works, set it to medium-high for safety if you aren't computer savvy.

As for your harddrive, try out western digital tools and run a scan on it, you could have bad sectors on it, especially if your HD is external... one small bump is all it takes to destroy files.
