web based software

I apologise if this has already been posted but after hours of shifting through useless google results I now have a headache from repeatedly headbutting the desk...lol...

What i need is a HTML based solution that when i direct a pc to a specific INTERNAL web address (10.xxx.xxx.xxx) the system gets its hardware scanned (diagnostic check) and the results displayed in the browser

the company i work for intends to do this for various OS' from Windows through Linux including NetBSD

Any suggestions on this as not all the systems support Java (hence the HTML) and preferably an open-source solution....( company is tight fisted when it comes to paying for software....)
