Why don't you have a go at a manual install

In the Control Panel start the Add Remove hardware wizard

Select Add a new hardware device

Select the hardware is already connected

    Select Add a new device

Select Install the Hardware that I manually select from the list, next

Select show all devices and choose webcam (or similar)

Select 'have disk' and point to the driver file

    Follow the instructions... and reboot.

I have typed this from memory so if someone could just confirm that I have not missed a step

    Good Luck
