This is an issue that is really beyond the scope of few lines in a Forum.

This is the rock bottom possible,

This is the rock bottom possible, Simple Serving.

How to connect to a Computer/Server through the Internet.

Next step, evaluate Web Sites authoring applications, and decide what fits your style, and desired level of complexity.

Depending on traffic and ISP TOS, you have to decide whether to host at Home, or use a Hosting service.

Frankly, if web design itself is not of interest, I would setup a free blog. You can always learn web design as you build content on your blog, the important part of a website.

Well, in that case, where are you at, what do you know? HTML, hosting?

    You need:

A domain name. http://www.godaddy.com is a good start.
Hosting. GoDaddy and others offer free to cheap hosting. Otherwise you want to find something like shared hosting, where multiple websites are hosted on a single computer and usually best bet for a small website.
HTML. This can take days, or years depending how muh you want to know. WYSIWYG editors can do most of the work, but knowing base HTML is a good idea. HTML for Dummies is a good start.
This can teach you base html, good toy to see what your typing:

    Amaya is wysiwyg:

I LOVE NVU, should add it to MajorGeeks:

Thanks for that "web design toy" link MA. I haven't used html in years but I was thinking of "re-learning" it. I just downloaded it.

Also if you want to display your art for free then try deviantART.com
I use it and enjoy it. You can subscribe or not and it is a huge art community.

GoDaddy & NVU was the way to go for me. I built my first website about four months ago.
A good How to Design and Publish Your Website with Nvu tutorial can be found at thesitewizard.com
To make things easier on yourself you can also use website templates, www.openwebdesign.org has hundreds to choose from. Most all of the templates at openwebdesign.org are XHTML with CSS ( Cascading Style Sheets ), a person needs to have an understanding of basic HTML ( Hypertext Markup Language ) and standard table layouts before attempting XHTML & CSS.
Building your own website can be very rewarding and it will take you to a whole new level of computer knowledge. I have hundreds of links in my bookmarks in a folder called "website tools", to many to list here but the links above will get any beginner started. Hope this helps in some way & have fun building your website.
