Weird. After closing fraps, won't reopen unless I restart comp?

    Hi guys...



    Once I close a program if not..any other program. I try to re-open it and the little icon in the bottom right corner apears but the program doesn't exactly apear on my screen. why's this? I need to restart my computer to do it again.
