Weird IP Problem (Bypassing)

Sorry if this isnt the right section to post this, feel free to move the thread.

I'm having a problem with bypassing an IP of a game. I've been bypassing this "GAME"s IP ban since my first ban and works perfectly. But recently, i got a problem on it and don't even know how to fix it.

My problem is, my brother's laptop is still IP BLOCKED in the game while my Desktop and my cousin's laptop is working fine and can enter the game ( were using a wireless router ). I turned off my firewall and uninstalled the anti-virus but no luck. Also tried using hotspot shield but still nothing has change. Probably the problem is in the laptop, yes?

I need a pros to help me Any help would be greatly appreciated
