Weird Sound as I scroll or use teamspeak etc.

Fist the symptoms. If I use my mouse scroll, i can hear weird scratching humming noise as i scroll. If I play an online game, and use teamspeak, the humming noise is unbearably in the background. All my sounds work, but that humming (or buzzing) is just not cool. I have tried uninstalling and reinstalling the drivers for my sound. Maybe someone here can help. I have tried with and without headphones and stereo speakers. My specs are below...
