On my mom's computer, has XP, the CD drive shows up in My Computer. However when you put a CD in, it doesn't even spin up, the little light doesn't do anything.

It means it's not set up to automatically start a CD and you must do it manually.

No, because the program she uses for burning won't burn. It tells her to put in a CD.

    Hi

What is the program she uses for burning?

Have you used the same disk media on that burner before? some media doesnt like older drives.

Is this a CD or DVD burner?

Have you checked the cables are firmly connected, even pull out the ide ribbon cable and push back in to make sure its firmly connected.

She uses Nero. However I've also installed ImgBurn on the computer and that doesn't work either.

She has a spindle of CDs which has successfully burned before. Also, I popped in a regular data CD, and nothing happened.

    CD-RW.

My mom won't let me open up her computer to check.

The link isn't much help because the drive *does* show up in My Computer but nothing happens.

Check the device in device manager for any errors
uninstall re-install the cd drive through the properties dialog
    try a system restore
OR check for firmware updates for the drive itself.....

quite possibly the laser gone dead and you'll have to replace it

Have you tried the link steps? as even if it does show up in My Computer its still a viable step to follow as part of the title is "or is not recognized by Windows or other programs"

The steps I would take are to uninstall Nero and ImgBurn, run ccleaner (cleaner and regisrry tools) and then run the Upper and Lower filters removal, reboot and re-install Nero.

As your not allow to open it any hardware troubleshooting steps I would advise in checking the cable and even trying that drive in another PC or anotehr drive in that PC to check either the drive is faulty or the PC has another issue..... so MoPaRs thoughts on dead drive are good as burners have two heads so while the drive may read it may not write or vice versa.

Unfortunately I can't really troubleshoot at the moment because mom is playing some weird card game and won't get off the computer.

you could put in a cd you know is good, and see if you can even explore it once youre able to get on the computer.

Sorry my answer wasn't helpful, but the information provided in the original post was not thorough enough for any better answer at that time. Glad to see others are trying to help you with your problem.

Have you now had time to fix this?

I did some more investigation (btw, it's a CD-RW drive):

-- My mom's default burner is Nero, which ejects it before even attempting to burn. saying that there's no CD-R in there.

-- I also tried InfraRecorder and ImgBurn. Both failed. I noticed InfraRecorder wouldn't let me press the "OK" button, and when looking at the drive properties it doesn't seem to know there's a disc in it.

-- I tried two different brands of CD-Rs, both my mom's cheap ones and my better ones. Neither worked.

    -- It accepts factory-pressed CDs.

-- It ignores an already-burned CD-R (one of my old backup discs with various installers on it). All it does it spin around and around with that flashing light, but Windows never sees it.

Then she took over the computer so I couldn't investigate anymore.

    Hi

You need to uninstall any application that burns CD that you have installed, ImgBurn, InfraRecorder and even Nero *but uninstallonly if you have the media and licence key* delete the upper/lower filters, reboot and check as its the simplest of fixes for this issue, no matter how many CD burning apps you use its "likely" not to recognise the blank media, if one of the filters is corrupt.

Problem is if you dont have licence key and media for your version of Nero, then if this app is the cause of possible filters then you wont fix this easily without unisntalling Nero and re-installing.
