Basically you attempted to double-click or open a file of some sort and the file type or extension is used to determine which application is used to open (or perform the default action on) the file but in your case your machine doesn't know which application to use.

If you know the extension and you want to tell your machine that a certain application can be used to open the file then press Start/Settings/Folder Options... and set up the file type/application association.

Well, what I did was go to my control panel, performance and maintenace, rearrange items. .
and thats what I got. I don't happen to know the extension.
