    does this mean that it has 3.8 ghz cpu?

    Actually, no...
    AMD's athlon specs are listed with mhz. instead of ghz. so when it says 3800+, it actually means 3800mhz.

    3800mhz into GHZ = 3.8ghz

    but the AMD64x2 3800+ has a 2ghz clock speed,

    AMD have a numbering system that give a reletive performance mark
