What Gpu To Buy Without Bottlenecking

Hi all, I want to buy the best GPU possible without it being bottlenecked by my PC:

Intel Core i9 11900F 2.5Ghz 16MB Cache s1200
MSI B560M-A PRO LGA1200, Intel B560, DDR4, PCI-E, VGA, HDMI
2 X HyperX FURY Black 32GB DDR4 3200MHz CL16 (total of 64 GB RAM)
Western Digital BLACK SN850 1TB SSD M.2 2280 PCIe NVMe WDS100T1X0E

My strategy has always been to buy the best reasonable PC of that time. Then keeping it for a long time.
I usually keep my PCs for about 7 years, until they become noticeably slow to manage newer software.

When I bought my PC, I had an older GPU which I didn't upgrade. Now it's time for me to buy.

There are two critical bits of information missing. (1) Your budget. (2) Your PSU.

But then understand the graphics card is often the most power hungry device in our computers. Therefore, when upgrading the graphics card, it is not uncommon to need a more powerful PSU too.

 

(1) There is no real budget limit. I might even buy a 4090 Ti, if it won't be bottlenecked. But I know it'll be best utilized with 2023 cpus & motherboards, mine is of 2021.
(2) My PSU is weak (660 W), and I am ready to upgrade.

I am not considering anything lower than 3090 Ti.
My debate is whether to go for the 4080/4090 series.

Maybe I should add that I plan on buying a super-wide screen one day.
And that I play mostly strategy games (like Anno 1800 which has GPU demands), but might as well play Redemption and other FPSs.

Also I must note the prices in my area, I can buy a ~1 year used:
MSI GeForce RTX 3090 Ti SUPRIM X 24GB
or Gigabyte RTX 3090 Ti gaming OC 24GB
or GeForce RTX 3090 Aorus 24GB
for about half the price of a typical 4090 like:
MSI GeForce RTX 4090 SUPRIM X 24GB GDDR6X

IMO, the 4090 is way overkill for your needs.
