Not sure if there is anything. Think you need to look into powered speakers. I bought a Logitech AudioHub speaker bar 3 or 4 years ago, and it improved system sound immensely. I think it was $50, but it was worth the money for me. WAY louder and clearer sound than the native PC speaker, and it has a small bass booster. This one is only 15w, so it's not a power hog if you have alot of devices plugged into a surge protector, etc. Shouldn't think you would need more than 15w speakers.

I too doubt there is a magic program that will make your current speakers more powerful. Have you ever looked into thrift stores, either for profit or charity sponsored, since cost is an issue? People will often donate some surprisingly good items to Goodwill, the SA or local outfits rather than toss them in the trash and the for profit thrift stores are usually stocked with storage locker items.

    There's no such software.
FWIW I play my PC through a music centre from 1980. I found a 'balance' between the equalizer's settings in Winamp and the Hi-Fi's controls, and have great sound.

I artificially boost the volume on my android box and my computer when watching tv shows and movies. However, it is done in the Kodi media center.

    Get a better speaker.
I can attach any one of these Mini_portable_speaker_0.jpg mp3speaker.jpg GO2.jpg
to my mp3 players, my netbooks and my tablets to increase the sound (and when I don't want to wear earplugs)

Those bar type speakers in the middle cost $5 at a chain called Five Below. The sound is surprising good. They take 3 - AA batteries. I ended up buying two more when I saw them elsewhere on sale for $2.99 each.

The go speaker at the end also has its own volume control. The other two portable speakers don't. It too takes 3 - AA batteries.

Yes they are charging $6 more for the 'Blue' one! I've noticed that on Amazon.
Anker is a very good German brand. I have a few of their products.
