Our current email ISP is stopping such service. They are keeping the general internet ISP service but no more email. Any advice, suggestions, recommendations as to a good free email service is greatly appreciated. I know about GMail and Yahoo and don't particularly want them simple because they are so damn big. But will accept them if no better alternative. We currently have five different address under the current ISP. Thank you for your time and attention to this.

    Secure, encrypted web mail service.

Nothing wrong with gmail, probably one of the best web mail providers around today in terms of security and seamless intergration with your preferred email client.

It isn't unknown for smaller ISP email services to have occasional server issues, much to the frustration of their customers. MS/Google/Yahoo! simply cannot afford the bad publicity of failure of basic services so are completely reliable.

Given the TOS looks to have been written by Big Bro, you are wise to steer clear of Gmail (other than maybe for use as a junkmail account). Ymail is even worse, as their TOS is just as bad, plus they don't even allow anonymous signup anymore (phone number required now). Same for Live.com from M$. So for decent higher security choices:

    tutanota.com
    protonmail.com
    mailfence.com

    For average email:
    aol.com
    mail2world.com
    gmx.com
As far as being privacy-invasive, aol.com is not much better than gmail or ymail, but a little bit better.

If you don't mind a paid account, try posteo.net. When bluebottle went under, I replaced that email account with posteo. That was like two or three years ago, and I have no complaints.
