What is a scrap object??

My mother is freaking out over an icon that placed itself onto her desktop. It looks like a piece of paper with the bottom torn off with the name "Scrap". She was told it might be a virus, yet I have done the whole "Read and Run me First" and have found no spyware or viruses on her computer. Is it dangerous?

 

I'd definately want to know where it came from before assuming it is safe. Icons don't install themselves, people and/or software does, and as the song says, there's a lot of bad out there.
