What is an ideal (but affordable) internet service setup?

Hopefully, I'll be moving out on my own soon, and I want to make sure I get a good internet service. I live at home right now, and since my parents only use the internet for email and basic stuff, they don't need really fast internet. I'm not an expert on bandwith, connection types, etc. I did a speed test and got a download speed of about 1.5Mbps and upload speed of 0.32Mbps. I'm used to downloading large files, and need a adequate internet connection for that as well as online gaming and media streaming. So what kind of setup would be the best for high-speed downloading within a reasonable price? As I understand it, having a dedicated (static?) IP address is best, but what else?
