What *IS* This?? What do I do with it...

Good Evening!

I am not certain just where to post this question or for sure what all I am asking but as per the screen shot below I originally had this Smileys Directory in my Windows directory for years... I presumed this was exactly as it is labled and a collection of Smiley Icons and never before had been able to access it or any of the files or even knowing how ~~ I attempted opening a few of the various exectutables but nothing would happen... So the other day since it was taking up nearly a Gig and a Half of disk space I deleted it from C:\Windows\Smileys and thought nothing of it... That is until I just discovered the entire Directory has reappeared but this time in my C:\Program Files\Smileys directory. I just have this feeling that the handle Smileys is a misnomber and this is entirely something different ~~ and I suspect it might be a System Type of Files...

Anyboday have a clue what it is and what to do with it?

Well I wanted to insert a screen shot here but it won't paste... so the directory is listed as follows:

C:\Program Files\Smileys\$hf_mig$\ and about 30 directories all such as
KB867282 and so on ~~ then inside one of which and is fairly representative of most are the following sub directories:

\SP2GDR
\SP2QFE
\update

then as fairly representative the files inside update are

update.exe
spcustom.dll
KB890175.cat
branches.inf
update_2P2GDR.inf
update_2P2QFE.inf
updatebr.inf
eula.txt
update.ver

I just have this feeling like I intimated this has nothing to do with a bunch of happy little Icons or Emoticons... And why did it reinstall itself?? ... Kinda scary if you know what I mean. But IF it is what it portends then how is it accessed??
