What's this Desktop.ini?

A couple of days ago, two icons appeared on my laptop's desktop both labeled desktop.ini. When I click them, a notepad message appears with a bunch of words that I don't understand. What in the world are these things, and can I get rid of the icons without messing things up? Thanks.

They're the files that Windows uses to hold the per-folder customisation settings.

Open Explorer and click (Alt) Tools > Options > View and check 'Hide protected operating system files (recommended)', click Apply and OK your way back to the Desktop and they should be hidden.
