I have reformatted my pc and now i get the following boxes popping up.... are they legit and what do i do.... there so annoying.

This is one, they vary in what they say. I'm thinking there just annoying popups and need to know how to get shut of them

Allochthonous has your answer, you most likely have not installed SP2 as yet, as SP2 by default turns the messenger service off.

But you can use these methods to also turn it off,

1. Manually goto Contol Panel > Administrative Tools > Services and scroll down to Messenger > double click it and click Stop then in the Startup Type dropdown list choose disabled > Apply

They are only legit in the form that they use the Messenger Alert service which is used more so my network admins to sent alerts to users, however this has been exploited by spammers and malware.

But if you have not done so install SP2.
